Zoning Barriers Block Westport Expansion

Westport's Planning and Zoning Commission has repeatedly denied Bluepoint's requests to sell recreational cannabis, citing traffic concerns after the town's 2021 zoning amendments prohibited such businesses. Opened in late 2019, Bluepoint has operated solely for medical patients, unlike most of the state's 61 licensed stores—29 of which now offer both medical and recreational products. Co-founder Nick Tamborrino highlighted the frustration in 2023 testimony, noting daily turnaways of local residents seeking recreational items. In response, Bluepoint launched Venu Flower Collective, a recreational outlet 50 miles away in Middletown.

Temporary Relocation Sets Stage for Broader Change

The dispensary will shift to a new Westport site for 18 to 24 months before moving to an undisclosed town for hybrid operations, according to CT Insider. This interim step preserves medical access locally while preparing for market evolution. Fine Fettle chief operating officer Ben Zachs observed that sustaining medical-only models grows challenging amid competitive pressures.

Medical Market Declines as Recreational Sales Surge

Recreational legalization in 2023 drove medical patient numbers down from nearly 49,000 to under 32,000. Annual medical sales fell $21 million in 2025, with transactions dropping from 2.6 million in 2024 to 2.2 million. State cannabis ombudsman Erin Gorman Kirk points to high prices, inconsistent quality, and limited variety—especially versus neighbors like Massachusetts and Rhode Island—as key factors. The trend reflects broader normalization of adult-use cannabis, squeezing specialized medical outlets and reshaping access for patients reliant on regulated medical programs.
